High-End Talent Development Programs

To thoroughly implement the talent-driven national development strategy of the CPC Central Committee and the State Council, as well as the major decisions regarding the high-quality development of the National Accounting Institute, and to strictly adhere to General Secretary Xi Jinping's directive to "run the National Accounting Institute effectively," the Beijing National Accounting Institute (hereinafter referred to as the "BNAI")—as the primary institution under the Ministry of Finance dedicated to cultivating high-caliber financial and accounting professionals—has consistently aligned its efforts with national strategic priorities and key fiscal tasks, leveraging Beijing's unique geographical advantages to focus on its core mission of nurturing top-tier financial and economic talent.

Over the past 28 years since its establishment, BNAI has achieved remarkable educational outcomes, having trained a total of 969,000 professionals in various financial and economic fields, including 7,385 high-end professionals. With a prestigious academic standing, broad coverage, and strong industry recognition, BNAI focuses on serving five key sectors: central government ministries, large and medium-sized enterprises, local fiscal authorities, intermediary industries, and international talent development. Leveraging the "Competency Framework for Chief Accountants," it has innovated its educational approach and enhanced collaboration among government, academia, industry, and research institutions, establishing a well-defined, distinctive, and highly competitive framework for cultivating top-tier financial and economic professionals that provides robust talent support for the high-quality development of the fiscal and economic sector.

Strengthening Strategic Cooperation with Central Ministries and Commissions

Since 2013, BNAI has established long-term strategic partnerships with seven major central authorities—the National Health Commission, the National Administration of Traditional Chinese Medicine, the State Council's General Office, the Organization Department of the CPC Central Committee, the Ministry of Education, the General Administration of Customs, and the General Administration of Sport of China—representing a unique competitive advantage for BNAI. Over the years, BNAI has developed tailored training programs aligned with each ministry's sector-specific characteristics and operational requirements, focusing on cultivating high-caliber financial and economic management professionals to provide robust talent support for enhancing standardized financial and economic governance and strengthening internal control within these agencies.

Strengthening Talent Services for Central State-owned Enterprises


BNAI Provids ongoing support to nearly 60 central SOEs, focusing on key areas such as SOE reform, preservation and appreciation of state capital, group financial management and control, compliant investment and financing operations, and major risk prevention and management. BNAI offers targeted training programs for chief accountants, financial executives, and senior financial management professionals, thereby supporting the high-quality development of central SOEs.

Strengthening Local Financial Talent development


BNAI has implemented a three-year systematic training program and short-term workshops for high-level financial professionals across the fiscal systems of 21 provinces nationwide, consistently aligning with regional development needs and adopting tailored educational approaches to inject human capital into high-quality regional economic growth and grassroots fiscal governance.

Leading Industry Talent Development

BNAI is among the earliest educational institutions in China to undertake the leadership development programs for Certified Public Accountants (CPAs) and Asset Appraisers (CPVs), pioneering a tiered and categorized training model that sets a benchmark for nurturing industry leaders. Aligned with national strategies for coordinated regional development, BNAI collaborates with the Chinese Institute of Certified Public Accountants (CICPA) to advance the Western Region High-end Financial and Accounting Talent Development Program, comprehensively driving the enhancement and upgrading of the industry's talent pool.
