Dr. Cui was born in Yantai, Shandong Province. He holds a Ph.D. in Management from Renmin University of China and is a Certified Public Accountant (CPA) of China, Principal Senior Accountant, Certified Public Valuer (CPV), and Fellow of the Association of Chartered Certified Accountants (FCCA). He currently serves as a member of the CPC Committee and Vice President of Beijing National Accounting Institute.
From August 1998 to August 2005, Dr. Cui worked at the Accounting Standards Committee of the Ministry of Finance of China.
From August 2005 to October 2020, he worked at the Accounting Department of the Ministry of Finance, serving successively as Deputy Researcher, Researcher, and Division Director, focusing on the development of Enterprise Accounting Standards and the management of and continued support for accounting professionals.
