吴笑晗，教授，经济学博士，经济学博士后，北京国家会计学院税务系主任，国务院政府特殊津贴专家，国家税务总局全国税务领军人才，财政部对外财经人才库、社会保障人才库、税政人才库专家，教育部全国财政行业职业教育教学指导委员会委员。具有财政实务和涉外工作经历，主要从事财税改革、财政体制、预算管理、宏观经济治理、政府数字化治理等领域研究和教学工作。在《财政研究》、《税务研究》等核心期刊发表论文、研究报告数十篇，多篇成果被人大复印报刊资料《财政与税务》、《体制改革》和国务院发展研究中心《经济要参》等全文转载；出版专著3部；主持和参与四十余项国家级、省部级、国际组织等课题研究和调研工作。研究成果多次获得省部级一、二、三等奖，撰写的研究报告被中办采用，提出的多项财税改革建议被相关部门参考采纳。
主讲课程：财税改革、预算管理、宏观经济形势分析等相关课程。

Wu Xiaohan, Professor, PhD in Economics and Post doctoral Fellow in Economics, serves as Director of the Department of Taxation at Beijing National Accounting Institute. She is a recipient of the Special Government Allowance from the State Council, a National Leading Talent in Taxation of the State Taxation Administration, an expert of the International Finance Talent Pool, Social Security Talent Pool and Tax Policy Talent Pool under the Ministry of Finance, and a member of the National Steering Committee for Vocational Education in the Finance Sector of the Ministry of Education. Boasting practical fiscal experience and overseas related work background, her research and teaching focus on fiscal and tax reform, fiscal system, budget management, macroeconomic governance and digital government governance.
